Strange lights confirmed

Reports of dancing lights and rainbow auras around the Victory Tower are true. The Grey Ghost has it on good authority that the newest member of The Vanguard 'for Victory' is an unregistered dimensional traveler that goes by the name Shota. His arrival is what caused the strange phenomenon. Why is Mayor Talbot recruiting from alternate dimensions? Is it because she herself is from an another dimension. Seems likely to this Ghost.
